Will this securely hold a 3” wide tire? Like a youth dirtbike? Or is there an available e-track chock that is not as wide?

The CargoSmart Motorcycle Wheel Chock for E-Track or X-Track Systems # 3481731 that you referenced was designed to fit tires up to 7 inches in width but it will work with a bike that has a 3 inch wide tire assuming it's tied down properly.

I spoke with my contact at Kuat and he informed that the Kuat Dirt Bag part #DRT15 is designed to fit axle sizes that are 15 mm x100 mm. To see more dimensions for this product check out the picture I attached.

Yes the Saris Traps Fork-Block 3 Bike Rack part #SATRK34-BLK3 does included the three fork mounts. It is 47" wide so as long as your Gladiator has that width in the bed it will work out great.
