Installing Brake Controller on 2013 Dodge Grand Caravan with FactoryTow Package
Question:
My van have the tow package from factory The 7 pin connector is already install on the van and there is a blue wire coiled in the hood. Is this the same blue wire that needs to be connected to the brake controller?

It sounds like your Grand Caravan is wired like the Jeep Grand Cherokee. I have confirmed this by speaking with my contact at Tekonsha. He tells me that the wire you located is indeed the brake control output circuit. This wire would be ran through the firewall and would connect to the blue wire on the brake controller.
To complete the installation, you will connect the white wire of the controller pigtail # 20127 to the negative battery terminal, the black controller wire to the positive battery terminal via a 30-amp circuit breaker. The red wire will tap into the brake stoplight switch located at the top of the brake pedal. The switch will have several wires exiting it, you will need to use a circuit tester like part # PTW2993 and probe each wire until you find the circuit that only shows voltage when the brake pedal is pressed. My contact at Tekonsha tells me that the stoplight switch wire is white in color with a green tracer on it, but you should still test this wire to confirm. A brake controller wiring kit, part # 5506 would provide wire, connectors and the circuit breaker.
I have linked you to an install video showing a different controller being installed on a Grand Cherokee. Although the location of the wire is different, the procedure for your vehicle will be very similar.
