Question:

My tail light has a brake light and license plate light built in should I wire the load resistor across the brake light lead and ground or the running/license plate lead and ground.

You will want to wire in a load resistor to any LED bulb that flashes quickly. Basically, the vehicle thinks a bulb is burnt out so you need to add a small load (resistor) to allow the bulb to stop flashing. The resistor gets wired into the bulb's positve and negative wires or leads. For this, I recommend using Load Resistor Kit for LED Turn Signals - 50 Watts - 6 Ohm - Qty 2 # DI34ZR which comes with 2 resistors. So if you have 4 bulbs flashing, you will need 2 of these kits for a total of 4 resistors.

In other words, if your brake light and the running/license plate light are both flashing, you will need to install a resistor into each circuit/bulb.
