Can I leave the spring seat on the axle and add a new one on the opposite side to under mount axle.

Yes. You don't need to cut off the old spring seat on your axle when installing the Dexter Over/Under Conversion Kit # K71-385-00; the old spring seat should not be in the way of the new U-bolts that are used to install the axle flip so you don't need to cut it off if you don't have the means.
