is this the same relay that is in the 2017 nissan frontier trailer harness in the passenger side kick panel ?

It sure is! The blue relay is included in the Curt Relay Kit # C57000 and it is indeed the same relay that activates the tow package circuits on a 2017 Frontier. As you mentioned, the jumper harness is located behind the passenger kick panel.
