Troubleshooting Install of Demco Chevy Rail Kit Adapter DM6194

I cant get the ball bearings to lock in on my new DM6194. They will lock and unlock uninstalled on the truck but when I put the adaptor into my truck it wont lock. I tried reinstalling multiple times and it wont make the full 1/4 turn to lock. The adaptor is lining up with all the pucks and looks to be fully depressed. Any tips on how to get it to lock? I have a 2016 Chevy Silverado 2500

You might check to make sure that the feet of the adapter are not holding the Demco adapter part # DM6194 up too high to prevent the latch from latching.
