Whats the difference in function between the 29inch or the 31inch in the weight distribution bars

There is no real difference in the function between the different size bars that you mentioned, as it is more something that one brand of weight distribution hitch uses to be a bit different than another brand.
The only time it really makes a difference is when it comes to the Curt Short-Arm Weight Distribution System like the # C17333 which use shorter arms so that it can be installed on trailers with a V-nose with shorter exposed frame rails.
