In the description, it references bracket height retracted. Is this dimension from the middle of the bracket or from the top bracket bolts?

The 15-1/2" retracted bracket height of the Fulton Bolt-Thru Swivel Marine Jack w/ Caster - Sidewind - Black - 10" Lift - 1,500 lbs # F87CR is measured from the center of the mounting bracket to the bottom of the caster with the jack fully retracted as shown in the included diagram.
