Troubleshooting a Tekonsha Voyager that has a Blinking Indicator Light
Question:
light blinks on the controller at times. Sometimes it will stay on and work and other times blinks. I ve checked grounds but cant get them to work. Brakes will work if voltage is applied. Need some help.

Sounds like there is either a short on the trailer brake output circuit (blue wire) or the ground circuit (white wire).
The first thing I would do is check for corrosion on shorts at the rear of the 7-way on your vehicle and fix as necessary.
The next thing I would do is sever the blue wire behind the Draw-Tite Activator brake controller # 5100 leaving enough room for it to be reconnected and then apply 12 volts on this circuit (the side of the wire that goes to your vehicle 7-way) with your trailer connected and see if your trailer brakes activate. If the brakes do not work then you know the problem is a short on that circuit somewhere between the brake controller and the 7-way.
If that does not work you should try severing the white wire from the brake controller and run a jumper wire to a good ground. If the controller works fine then you know the problem is that the controller is not making a good enough ground. You will want to make sure that it is securely attached to a clean, metal surface.
