How to Clean Weld Nuts to Install Draw-Tite Class III Hitch on 2017 Toyota Rav4

I cannot get the bolts into the frame on the passenger side. They seem to be weathered from Michigan winters.

This isn't an uncommon occurrence. You'll just need to remove the corrosion and the road crud from the threads of the nuts that are welded up in the frame member.
Spray a generous amount of lubricant like PB Blaster up in each bolt hole, and give each one a through scrubbing with a wire brush like what's used on a battery terminal cleaner like # DW00254. You may need to do this several times. If this fails, you can use an M12x1.25 thread tap to chase the threads and remove the corrosion. You'll want to be very careful with the tap, making sure it goes in perfectly straight or you'll cross-thread the nuts.
