Reese Elite Under Bed Rail System for 2021 Ford F350 Long Bed

Does the Reese Elite Series Under-Bed Gooseneck Trailer Hitch Item # RP30138-26 Fit a 2021 F350 8 bed.is it also compatible with a Pull-RITE Slider 5th wheel hitch

The # RP30138-26 underbed rail kit you mentioned only fits 2011-2016 Ford Super Duty trucks, but the good news is that we do have a rail kit that will work with your 2021 Ford F-350.
I'd recommend the Reese # RP87FR, which bolts to brackets that should exist on the inside and outside of your truck's frame. Not all models have the inner brackets though, so if they're not there you'll need the # RP27FR bracket kit. I'll provide a diagram showing what the brackets look like, so you can check and see if they're in place on your truck.
As far as compatibility goes, I couldn't venture a guess without knowing exactly which Pull-Rite model you have. The pucks provided by the # RP87FR are spaced 30 inches apart side to side on center and front to back 13 inches on center. This is the same spacing used by the Ford OEM puck system, so if your hitch was meant to fit in the Ford OEM pucks, the # RP87FR would be compatible. If your hitch doesn't use Ford pucks, but uses industry standard rails, the # RP30156 would provide rails that would accept your hitch.
If you'd like to install a 7-way in the truck bed so you don't have to run the trailer connector up over the tailgate, you can install one using part # 50-97-410-010.
