Only 1.2 Volts at Trailer Connector Brake Output Pin on a 1996 Ford F-350 w/ Voyager Controller

im trying to diagnose why my brake controler wont engage the brakes from the foot pedal or the manual override. i have checked that i have voltage from the brake switch when pedal is depresed and i have voltage at the blue wire where it connects to the trucks harnes in the cab. and at the back connector. the voltages are listed below do these sound correct. i was not able to get a amp reading of even the smallest amount. could this be the problem. it was a used controller when purchsed so im not ruling out that its gone bad. below is what i got AT THE CONTROLLER black wire-12.26v red wire - 0.00 / 11.8v when pedal is depressed blue wire - 11.6-11.8v and no recordable amps AT BACK OF TRUCK blue wire - 1.2v and no recordable amps

The fact that you have near 12 volts at the controller makes me think it is not the issue. Then with only 1.2 volts at the rear of the truck that would indicate a problem somewhere between the connector and the brake controller. The most likely culprit is some corrosion on the pins or around back of the connector where the wires attach. You also may want to check the main trailer connector ground.
If you still have issues then the next step is to test the blue output wire periodically from the front to the back to see if there is a loose connection, nick, or break that is causing the issue. If you cannot find anything then try routing a new wire from the connector to the controller using wire # 10-1-1 (sold in increments of 1 foot).
Make sure the controller is mounted within its range as indicated in the instructions, linked for reference, and that the gain and leveler knob are set properly. I have seen controllers do strange things when the leveler is not quite right.
