I have an option for you, but they only trailer hitch receivers available for your 2004 Mazda 3 are 1-1/4".
I recommend installing the Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11386 which has a 200lb tongue weight rating and 2000lb trailer weight rating.
Instead of using an adapter that would reduce your tongue weight rating by 50% you will need a bike rack that is compatible with a Class I hitch, and has a high enough weight capacity.
The only bike rack we offer that meets these requirements is the Kuat NV 2.0 2-Bike Platform Rack - 1-1/4" Hitches - Tilting # NV12G which with work in the # C11386, and will be able to support two bikes weighing up to 60lbs each with tires up to 3" wide. If you have wider tires you will need the Phat Bike Adapter Kit # APBK which will accommodate tires up to 4.8" wide.
While a stabilizing strap is not required, I do recommend using the Curt Stabilizing Strap # 18050 to keep the bike rack from moving around while driving.
I included videos for each of the products mentioned for you to take a look at.
