The Redline Spring Latch, part # SL716SS, uses a 7/16-inch sliding pin that is 6-3/4 inches long, with a handle end that measures 1-7/8 inches. The attached photo provides these and other measurements.

The pin and spring are stainless steel; the base is aluminum. Please note that mounting hardware is not included with this part.

For the width you have between your trailer frame and the outer edge of your tire the fender part #CE19500-2 you mentioned would work great. Then for fender brackets the part #CE26065PGA would be all you'd need and you'd be set.
