Brake Controller Connector Location in 2010 Toyota Highlander

Hello I have a factory harness in my truck but it doesn’t look like the 3040P harness will work.

The # 3040-P is confirmed by Tekonsha to be the correct brake controller wiring harness for the 2010 Toyota Tacoma, as long as it's equipped with the factory 7-way.
If you don't have the factory 7-way, the connector under the dash won't be present and you'll need to use the # ETBC7 install kit along with a # 118496 4 pole trailer wiring harness. This is shown in the linked video.
From the photo you kindly provided (assuming again that you have the factory 7-way) it looks like you located the wrong connector. The connector you're looking for can be found to the left and above the emergency brake pedal, just above the kick panel. Sometimes, it's located behind the kick panel which would need to be removed to access the connector.
I've provided a photo showing where the connector is located.
