Installing the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector Item # C56407 on a 2019 Jeep JL Wrangler Unlimited should be straight forward. Due to the plug and play connectors, typically there are very few things that could go wrong. To narrow down the issue you are having, I would start by removing your left tail light. Check the pins on each of the plugs to make sure none are bent. If any are carefully straighten them. Reconnect the plugs and make sure it is fully connected. It sometimes can be a little hard to push them together and hear the click. Once connected push the red tab down to hold the two connectors together.

Check the ground wire to make sure it is not moving. If you can spin the ground wire ring terminal under the screw then the ground is bad, check the screw, if it cannot be tightened down it will need to be moved to another location where the metal is clean and thick enough so the ring terminal does not move under the screw. Reconnect the tail light to the harness plug. Repeat steps with the plugs to make sure they are fully connected.

Test the four pole plug with a 12v circuit tester. Make sure when testing at the four pole plug that no one is applying the brakes when you are checking the turn signal. The yellow and green wire act as the brake signal and the turn signal. If the brakes are applied, the yellow wire will be hot all the time. If all are working correctly, connect to a trailer and test the light functions on the trailer from the vehicle. If you find there is an issue with the light functions then you know it is the trailer side and not the harness.
