My Jacks Are Up, But "Jacks Down" beeper is on.
Question:
My jacks are up but jacks down beeper is on. Reservoir is full. just replaced coach batteries. 2000 Fleetwood Bounder 34J. Gear marked Power Gear on panel 500456

I have attached a troubleshooting guide for your “Power Gear” number 500456 system regarding having a “Jacks Down” warning beeper when the gear is actually up. Probable causes include, 1.) Low Fluid Level, 2.) Fluid Sensor Maladjusted, 3.) Float Sensor Faulty, or 4.) a Short In Harness. Although not mentioned, I suppose this could be a faulty control board as well.
You mentioned that you had already checked the fluid level. This level should be checked with the jacks in the down position. I would also carefully inspect that with the jacks retracted that you check each jack to see that they are all fully in the up position as some jacks could accumulate debris in the channel they retract into not allowing a jack to fully retract.
If all else fails you will need to consider replacing the control panel which is now made by Lippert # LC359259.
