If you check out the picture I attached you can see to what degree of assembly the Viking Solutions Stack Rack II 2-Level Cargo Carrier for 2" Hitches # 310-VSR201 ships in. You can also see what pins and install hardware it comes with as well.

You will need a pin and clip as well like with part # PC3.
