can I buy just the bottom basket ?

The Viking Solutions Stack Rack II 2-Level Cargo Carrier for 2" Hitches part # 310-VSR201 is a two level system. That said, if you only require one level you can simply omit the upper tray during installation to make for a single level system. That said, the rack is not avavailbe as a single level only.
