Will this connect adapt from an existing Tekonska voyager cable to a Redarc Tow-Pro Liberty brake controller?

Yes, the Redarc Tow-Pro Wiring Adapter for Tekonsha Brake Controller Harness # 331-TPH-017 is exactly what you need. You had a Tekonsha Voyager brake controller but that is gone and all that remains is the custom wiring harness that runs from your truck to where your Voyager brake controller was. Now you have a Redarc brake controller there and this adapter will connect from your existing wiring to the Redarc Liberty brake controller.
