Your 2019 Subaru Ascent there are different towing capacities ranging from 2,000 to 5,000 lbs. The 2009 Subaru Forester has a weight of 3,250 to 3,440 lbs so the towing capacity and the weight of the Forester will determine if you can safely use it to tow it with your Ascent.
Here are my recommendations for your 2009 Forester if you have the 2.5X or 2.5X Premium-Manual Transmission:
-Roadmaster Direct-Connect Base Plate Kit - Removable Arms # 921-3
-Roadmaster Falcon 2 Tow Bar - Motorhome Mount - 2" Hitch - 6,000 lbs # RM-520
-RoadMaster 68" Single Hook, Coiled Safety Cables - 6,000 lbs # RM-643
-Tow Ready Tail Light Isolating Diode System with 4-Pole Connector # TR118821
-Brake Buddy Classic 3 Portable Supplemental Braking System # HM39494
