Will the dual 2inch receiver allow me to use my bike rack 4 bikes and use the demco SS car dolly?

A dual hitch receiver adapter like # RM-077-8 would indeed allow you to carry your bike rack while flat towing, as long as the tongue weight capacity of your hitch isn't exceeded.
The # RM-077-8 adapter will lower your hitch tongue weight capacity by 50 percent, so you'll want to ensure that the weight of the bikes and rack plus the tongue weight of the loaded car dolly doesn't exceed 50% of your hitch's tongue weight capacity. The hitch tongue weight capacity can be found on the ID sticker affixed to the hitch.
