Does part 118252 used on a 2012 RX350 cover the wiring to enable the electric brakes on a trailer?

No, trailer wiring harness # 118252 only provides the basic lighting functions (turn signals, brake lights, and running lights). If the trailer has electric brakes then you would need to add another connector, the most common of which is the 7-Way blade style.

After installing the 4-Way, # 118252 if the vehicle has the factory tow package or # 118478 if it does not, you would then install a 4 and 7-Way installation kit # ETBC7. I have included some links that explain this installation for you.

To activate the trailer brakes you will need a brake controller. I recommend the P2 # 90885 because it is easy to set up and easy to use. The links on the ETBC7 will also explain installing the brake controller.
