Recommended Winch Mounting Hardware for 9000 lb Warn Winch

Question:

The holes and slots on the winch mount plate are a lot bigger than the 3/8inch bolts that mount my 9000lb Warn winch. There are square nuts captive inside the legs of my winch. And a 3/8inch bolt screws up through the plate and into the winch. The bolt head does not span the holes and slots well enough. A split lock washer gets sucked right into the slot. Same with a regular 3/8inch washer. What is the best way to span this gap? Also, what kind of bolt, washer, nut should I use? Stainless? Grade 5?

The winch mounting hardware is 10mm and I have listed the kits below:
