looking for scissor jacks that come with a Plate that includes the Bolts so the buyer can having welded on or can weld plate to frame, so buyer can remove jacks by removing nuts off bolts thank you

We don't have exactly what you are looking for. It might be best to have a plate made that you'd weld to their trailer and then bolt the jacks like part # JSC-24 to the plate.
