The Hopkins Plug-in Simple Brake Wiring Adapter - Dodge, part # HM47755 is designed to be used on vehicles that have a factory tow-package. Since your 1999 Dodge Dakota does not have the tow package, you will need to connect each of the wires individually from your brake controller to your truck.
The white wire is ground. The blue wire from the brake controller will connect to the brake output wire from the 7-way connector. The red wire will splice into the brake switch wire, which is the wire that sends a signal to the brake controller when you press the brake pedal. Finally the black wire from the brake controller will have to be connected to the black wire coming from the battery, this will provide power to the brake controller. I have attached a photo showing how the brake controller should be wired.
If you did not run a power lead or brake output lead from the 7-way connector to the front of your vehicle when you installed the 7-way connector, then you could use wire kit, # 5506, and a 40 amp circuit breaker, # 9510 to run the power wire from the 7-way connector to the battery. Once you have the power wire ran to the battery, you will need to run a power wire into the cab from the battery to the brake controller via a 20 or 30 amp circuit breaker. This will provide you with the necessary materials for your brake controller.
I have also attached a video of our installation technician installing a 7-way trailer connector and a brake controller on a Dodge Dakota without a tow package for you to check out.
