The brake controller port on a 2019 Ford Explorer should be located behind the glove box on the passenger side or underneath and left of the steering column near the emergency brake pedal. That said, I say should because the location of the brake controller port is not always as exact as one would think and can vary between vehicles. Please note, they are usually taped to other wires in a harness and have some sort of foam wrapped around them. Furthermore, there can be a plug in the end you must remove first. I wish I had some better tips and tricks for you to find the brake controller port but it boils down to just spending more time searching. If all else fails, you can always take the vehicle into the dealer for help locating the brake controller port.
If you haven't already picked out a brake controller, I recommend the Curt Echo Wireless Trailer Brake Controller part # C51180 because you don't have to worry about even finding the plug nor worrying about where to mount a standard brake controller which usually requires drilling into the dash. The Curt Echo uses your phone and plugs into the trailer connector therefore offers one of the easiest to use and most accessible options on the market.
