Does the Titan Ball Mount # 45123 Have the Same Weight Capacity when Used in the Rise Position

to get a rise out of the hitch do you just flip it over so it comes up and does it have the same rating as it would going down.

The Titan Ball Mount you referenced, part # 45123 can certainly be used in the rise position. The ball mount has a 3-1/2 inch rise, and has the same 12000 lb towing/ 1200 lb tongue weight capacity when used in the rise position.
This ball mount requires a trailer ball with a 1-1/4 inch diameter shank like the # A-90 2 inch ball or the # 63836 2-5/16 inch ball.
This ball mount is not compatible with the Ford Super Duty OEM 2-1/2 inch receiver.
