For a 2008 Dodge Ram with the factory 4-way, in order to install a brake controller such as the Brake EVN # TK63VR you do have the plug under the dash for which you need use the Tekonsha Plug-In Wiring Adapter # 3020-P, but you also need the Universal Installation Kit for Trailer Brake Controller # ETBC7.
This kit gives you the added wiring, circuit breakers and 7-way connector, and you are correct that you will need to connect the blue wire from the 7-way on the # ETBC7 up to the blue wire that will be underneath the driver's side wheel well on your 2008 Dodge Ram. You will splice into this wire to connect the brake controller circuit.
I have added links to help articles on installation of a trailer brake controller for you to check out as well which I highly recommend taking a look at.
