The upper hitch opening of the Roadmaster Dual Hitch Receiver Adapter # RM-077-8 that you referenced has a 400 lb tongue weight capacity. So as long as the weight of your scooter and carrier is less than 400 lbs together this would work for your needs.
You should note that when using this adapter you end up cutting the tongue weight capacity of the hitch by 50 percent so you'd need to make sure that the hitch of your vehicle has twice the capacity needed for the weight of your scooter and carrier.
