There are steel hitch pins for your 2-1/2 inch trailer hitch but all of them have a zinc coating, such as the Gen-Y Hitch Pin and Clip for 2-1/2" and 3" Hitches - 5/8" Diameter x 4" Long # 325-GH-099; as you mentioned, for a stainless steel pin you would need a lock, the Curt Hitch Lock - 2" and 2-1/2" Hitches - Stainless Steel # C23519.

If you didn't want a lock because you didn't want to keep track of another key, there is the option of BOLT locks, which are made of stainless steel, fit 2-1/2" hitch receivers and will code to your vehicle key. I have added a link to our entire selection of BOLT hitch locks so you can find the correct one depending on the make of your vehicle.

The 2-1/2" to 2" reducer sleeves are steel constructed as well, but to ensure rust resistance they also will have a power coat, such as the Gen-Y Hitch Reducer Sleeve - 2-1/2" to 2" - 5-1/2" Long # 325-GH-007 and B&W Hitch Receiver Reducer Sleeve - 2-1/2" to 2" # BWRHXA2182.

I have added links to video reviews of each of the aforementioned items as well as links to our selection of hitch pins and reducers for 2-1/2" receivers.
