Should Trailer Brakes Be Able to Lock Up When Override Lever of Controller is Slid  

Question:

I have a brand new 2019 outlaw car hauler 3500 lb axles brakes on rear only, if I have the brake controller all the way up and the trailer is empty should the brakes lock up if I hit the override switch? Mine will not. The shoes have been inspected and adjusted properly, the dealer I bought the trailer from none of the new trailers would lock up... that is the way Ive always tested my brakes but maybe Im wrong. The wire coming from the plug is very small like 18 gauge and is connected by a cheap blue wire splice on both sides, is that sufficient to power the brakes? Thank you,

The issue is that the gauge wire you have for the brake output circuit is too thin. You need to be using 10 gauge wire like part # 10-1-1 (sold by foot) to deliver the needed amperage and voltage for the brakes to apply. They should easily lock up with the trailer loaded or unloaded.
