The Valterra Rubber Tank Grommet # F02-2106 can fit a variety of floor or wall thicknesses as it's designed to mount to a toilet floor flange that gets mounted to the floor under the toilet. This grommet does not fit directly to the floor or wall.

The grove of the replacement Rubber Grommet for RV Black Water Tanks, #F02-2106 that you linked to is about 1/4". If your tank is 3/8", this will work, providing a tight seal.
