Trailer Brake Magnets Won't Activate With Proper Voltage To Them
Question:
voltage at cable joining to magnets 11.5V, individual magnet amp test 3.35, resistance test 3.5 ohms, brake controller set at max 13.0V. Brakes adjusted correctly. Any theories as to why the magnets are not actuating brake lever, there is the typical humming/buzzing when brakes applied indicating I would assume the magnet coils are energised, All mechanicals appear to be in good working order. Any suggestions would be much appreciated.

It sounds like you have power to the magnets which is a good start. You want to make sure the ground wire from the brake assembly or brake magnet has a good connection to a clean, bare metal surface on the trailer frame or ground to the trailer's main ground.
It is also a good idea to check to make sure there are not any visible signs of wear or damage on the magnets. I would check the grounds though because it sounds like your issue considering you have power to the magnets and you can hear the humming sound when they are activated.
