Am I able to use this tool to pull and carry the receiver/ball with my sway bars ?

The HitchGrip Carrying Tool for Weight Distribution Head Assembly # 303-HG-712 that you referenced is balanced for carrying just the head and shank of a weight distribution system. If you had the spring bars left connected it would be very heavy to lift and it wouldn't balance properly.
