What is a Safe Minimum Height for a Cargo Carrier?  

Question:

With the fact that its extended beyond the bumper , and 6 inches behind the rear axle, what is the recommended height off the ground for a hitch mount cargo carrier?

A hitch mounted cargo carrier doesn't have a specified height requirement. You are correct that the longer the carrier extends the less ground clearance it will have on an inclined angle like a driveway. Some carriers have a rise integrated into the shank for that very reason like # E98874. This carrier has a 2 inch rise to change the angle. If you will be towing on level ground, a minimum height of 8 inches is enough for the suspension travel, but I personally would shoot for 12 inches to account for speed bumps, pot holes, etc.

There are a few adapters and ball mounts like # D210 that will have the lift for the cargo carrier built in. For instance this adapter will raise the cargo carrier approximately 4 inches from the original hitch center for additional clearance and the opportunity to tow a small trailer at the same time. Using an adapter like this will change the tongue weight rating of your hitch when used by 50% so you want to consider that when utilizing an adapter.
