For a cargo carrier holding a generator at the back of a travel trailer I definitely recommend installing a frame mounted trailer hitch. It is unlikely that a bumper will be rated high enough to carry the generator and carrier and be able to withstand the stresses involved.

If your trailer has a frame that measures 31 inches to 46 inches wide, I recommend installing hitch # 5350. I have included a link to the installation details and I recommend having the hitch professionally installed. You will need to take the trailer to a shop that works on trailers to determine if the hitch will fit based on the instructions.

If the frame requires a different width hitch there are other options and I have linked them for you.
