Sounds like you are looking for the Replacement Mounting Hardware Kit # TAHD-80931 which is the install hardware kit for the TracRac ladder rack that the # TA01-11155 fits.

The Replacement Gutter Foot for Thule Gutter Feet #753-0687 is not one of the high towers. Although Thule was unable to provide me with exact measurements, I can tell you these have a 5" clearance above the rain gutters.

Yes the Replacement Gutter Foot for Thule Gutter Feet #753-0687 that you referenced does have the rubber on the bottom of it that was dipped and not a rubber sleeve.
