Troubleshooting Trailer Reverse Lights that Come On With Headlights
Question:
On the boat trailer, when the lights are on should the back up light stay on when moving forward? When I drive at night the bright white lights are on. I believe bright white lights wiring is incorrect.

Sounds like your reverse lights are ran to the trailer running lights circuit and not the reverse light circuit since they are coming on when the headlights are on. You'd want to check the wiring of the taillights and make sure the reverse lights are attached to a circuit only active when the vehicle is in reverse. To test the circuits you'll want a circuit tester like the # PTW2993.
