What happens when you don’t have a load? Do you have to remove the unit so it doesn’t flap in the wind?

The Cam-Lock Ladder Strap with Snap Shackle for Rhino-Rack Aero/Sportz Crossbars - 20" Long # SLS5 does not need to be removed when not in use. You will however want to secure the slack to keep it from flapping in the wind as you stated. I recommend using a Velcro style tie-down like the Softride # SR54FR to secure the excess strap to your crossbar.
