Do Drums Have to Remove with Hub on Nev R Lube Hub/Drums

I have the Dexter torkflex axle with the 8 bolt pattern and 12inch drums. I cant get the drums off and Im wondering if the Nevrlube hub needs to be removed to allow the drums to come off.

The hubs and the drums need to come off together on a Nev R Lube hubs like the # 8-389-81UC3.

For the Trailer Hub and Drum Assembly, #8-389-81UC3, with the cartridge style bearing, the parts are pre-fitted into the center of the hub so you will not have to do it.
