Are 7-Way Trailer Harnesses Installed without Being Fully Functional
Question:
Have you ever heard of a trailer install company installing a 7 pin connection but then only connecting 4 wires, effectively making it a 4 pin? And not notifying the customer, afterwards saying you have to specify when you ask for 7 pin connection that you want it fully functional? Makes no sense to me.

I wouldn't say that's standard practice. There are many times though that people will install a 7-way and will only activate the circuits that are needed and leave off ones that aren't. If the trailer doesn't have brakes they'll leave that circuit open or if there's no need for a 12 volt accessory or reverse light circuit.
If your trailer has brakes and they knew you wanted to install a 7-way to activate them I'd say they aren't being totally honest if they only wired up the lights.
