It sounds like you are needing to determine the correct positioning of the axles on your 18 foot trailer. When determining an axle's position, the key is to make sure that they are located in a position so that roughly 10 to 15 percent of the total trailer weight is placed on the tongue. Doing this can take some trail and error, so you will want to mock up the locations for your suspension comonents until you know everything is correct.
I have attached a great article that details this very process that you might find helpful. For tandem axle trailers, you will want to measure from the trailer tongue to the center point between the axles.
