While you certainly could use a worm gear winch such as # DL11001, I recommend using the Dutton-Lainson Hand Winch # DL10976, which is designed for what you are trying to do. This winch can be mounted to your ceiling and you can use Hex Shaft # DL406102 which will allow a drill to crank it, and you'll also want Hand Winch Cable with Safety Hook # DL24045. This winch has a capacity of 2,000 lbs which will be more than enough for your 300 lbs of gear.

The Hex Shaft # DL406102 is going to allow you to use a drill with Dutton-Lainson Winch # DL10976, though there is not an extension for this. So you would need to use something like the Telesteps Folding Step Stool - Aluminum - 300 lbs Item # TE97FR, which at 12" is the tallest folding we carry and may help you reach your garage ceiling.
