Does Roadmaster have plugs to put into twist lock bracket holes when removed to keep dirt and other items out.

Yes, to cover the twist lock connectors on the Roadmaster EZ4 Base Plate Kit part # RM-521448-4 for your 2018 Jeep JK Wrangler Unlimited while not in use you will want to use the Roadmaster EZ Base Plate 1-1/2" Receiver Covers part # RM-210. I spoke with my contact at Roadmaster to confirm this as well.
