So is this a complete kit? Do I need anything else?

The only thing you will need to add to the Equal-i-zer Weight Distribution System # EQ37041ET you referenced is an adjustable shank. For this, I recommend the Equal-i-zer Weight Distribution Shank # EQ90-02-4100, which will give you up to a 7 inch rise or a 3 inch drop.
For this same system that includes the shank, you can use # EQ37040ET.
