The Timbren Spacers, like the 1" # A25723-90AH00 or 1/2" # TA25722-90P00, are designed to be used with a Timbren suspension enhancement system so you will not want to use them with your factory bumpstops.
I spoke with my contact at Timbren about using the Timbren Active Off-Road Bumpstops # TABSTOF with the 2-1/4" lift on your 2015 Toyota Tundra and my contact said that no spacers will be needed when installing these.
The Off-Road Bumpstops are rated for 1,800 lbs, but keep in mind that any suspension enhancement system will not increase your weight capacity. It is designed to enhance a normal functioning suspension system.
