on the light there is one wire and there is a little arm on the light with a hole in in do I need to run a wire across to each light and connect wire from light to other wire as shown

When wiring Trailer Stop, Turn, Tail and License Plate Light, # ST9RB, how you wire it depends on the type of wiring harness you have on the trailer. If you are using a 4-Way flat that includes one tail light wire, you will need to attach a jumper wire to go from one light to the other for running lights like you have described.
There is also what is called a wishbone harness, like # A35W42B. This type of harness has the tail light signal split at the plug. There are then two separate tail light wires, one for each side and no jumper wire is needed. I have included a link to a video featuring this type of harness. There are also wishbone harnesses for 5-Way flat connectors.
For another type of connector, you will most likely have just 1 tail light wire and a jumper wire will need to used. The backs of the tail lights should be labeled indicating which slot is for which function. These particular lights ground through the mounting studs so there will not be a wire for the ground. Make sure they are attached to a clean and corrosion free bare metal surface.
