When installing the Fastway e2 Weight Distribution w/ 2-Point Sway Control # FA94-00-0600 referenced in your question, you will need a torque wrench capable of 250 ft-lbs of torque.
With the weight distribution engaged, you will begin with the angle set bolt, tightening it until it comes back into solid contact with the shank. You will then uncouple the trailer and tighten both 3/4 inch shank bolts to 250 ft-lbs of torque. The bolts holding the bracket to the frame should be torqued to 65 ft-lbs and the nuts for the L-brackets should be torqued to 75 ft-lbs.
