Spare Tire Carrier for 315/70-17 Tire on a 2003 Ford Excursion

looking for a spare tire carrier the vehicle is a ford excursion 2003 lifted 6 inches with a 315 70 17 copper stt pro tires what is the best tire carrier for this application

We have had customers put 33 inch tires on the Curt spare tire carrier # C31006 and reported no fit issues. Your 315/70-17 tire is a little bigger than that but I don't see a fit issue.
The other option is the Roadmaster carrier # RM-195225. This carrier is more capable than the Curt carrier and can pivot up and down to make loading and unloading the tire easier. Because when you have these large tires like yours you will just about break your back lifting it! I have linked video reviews of both carriers for you.
